Rosen, Sapperstein & Friedlander, LLC (RS&F), a regional business consulting and CPA firm, and David S. Congress established opportunity zones as a community development program in the Tax Cuts and Job Act of 2017, with the goal of spurring economic development and job creation in distressed communities. Those who invest within opportunity zones can defer capital gains taxes if they reinvest capital gains into qualified opportunity funds which will then be invested into qualified opportunity zones. Maryland (as well as every State) has been approved for dozens of zones throughout the state, spurring development in low income communities.
