Grand Opening of New Shiloh Village Apartments Expands Access to Affordable Housing and Community Services for West Baltimore Residents

On Tuesday, Sept. 11, 2018, community and business leaders, elected officials and community residents came together with Bon Secours Baltimore Health System, New Shiloh Baptist Church, the New Shiloh Community Development Corporation, Enterprise Homes and Unity Properties, Inc. (a subsidiary of Bon Secours) to celebrate the grand opening of the New Shiloh Village Apartments—a new four-story multifamily development in the Whittier-Monroe neighborhood that will both expand access to affordable housing and provide critical community services.

“Bon Secours is committed to making West Baltimore a healthier community. A healthy community includes improved physical health and nutritious food for our neighbors, but also quality, affordable housing like New Shiloh Village Apartments,” Samuel Ross, M.D., M.S., Chief Executive Officer, Bon Secours Baltimore Health System. “Building a community like this takes a village. We are thankful to New Shiloh Baptist Church, Enterprise Homes and many others for their help with transforming this property into the beautiful apartment homes.”

This new development, the latest addition to the New Shiloh Baptist Church campus, includes 73 modern apartment homes, 65 of which are affordable for low-income families, disabled citizens and eight apartments for formerly-homeless persons. New Shiloh Village Apartments offers a mix of one-, two- and three-bedroom apartments and amenities such as in-unit washer/dryers, elevator, balconies, on-site parking, a community room, fitness center and an outdoor recreational area. Energy Star rated and designed to LEED Silver standards, the apartment complex seeks to promote sustainability and healthy living. Bon Secours Community Works will provide a range of resident services on-site including family support, financial and workforce development services.

“The grand opening of New Shiloh Village Apartments is a vision realized for my family and church family. My late father and pastor, Dr. Harold Carter, Sr., dreamed of creating an affordable housing community for seniors and families in close proximity to New Shiloh Baptist Church,” said Pastor Harold Carter, Jr., New Shiloh Baptist Church. “The community for seniors, New Shiloh Village Senior Living, opened in 2007, and we are blessed and thankful to celebrate and offer prayers that the families who call this new community home are blessed with many happy, peaceful years here!”

The grand opening of New Shiloh Village Apartments included a brief speaking program, a ribbon-cutting ceremony, tours, and a barbeque for residents and guests. Among the speakers were Congressman Elijah Cummings, Senator Chris Van Hollen, Mayor Catherine Pugh, Bernard C. “Jack” Young, President, Baltimore City Council, First Lady of Maryland Yumi Hogan, Secretary Kenneth C. Holt, Maryland Department of Housing and Community Development, Michael Braverman, Commissioner, Baltimore City Department of Housing and Community Development.

"New Shiloh Village Apartments was funded in part through Governor Hogan's Project C.O.R.E. initiative, a partnership between the state and the city to revitalize Baltimore by removing blighted properties to create redevelopment opportunities," said Secretary Holt. "It will create safe, decent, affordable housing in the Mondawmin neighborhood, and it is just one example of how Project C.O.R.E. is changing communities for the better throughout Baltimore."

“Ensuring access to affordable housing is crucial to Maryland families who are working hard to make ends meet,” said Senator Van Hollen. “The new Shiloh Village Apartments will help meet the housing needs of this community and will provide a range of services to residents. I appreciate the efforts of Bon Secours and all of those who made this project a reality – I will continue fighting in Congress to support efforts to provide affordable housing and economic opportunity for all Marylanders.”

Unity Properties, Inc./Bon Secours Baltimore Health System, Enterprise Homes, Inc. and New Shiloh Community Development Corporation served as the developers of the project; Hord Coplan Macht was the architect; Aumen Asner led the interior design; Whiting-Turner Contracting Company was the general contractor; and Edgewood Management will serve as the property management company.
