Khalil A. Zaied
KCI Technologies Inc., a multi-disciplined engineering firm with offices throughout the United States, welcomes Khalil A. Zaied to the firm as vice president and regional practice leader for special projects. He will be responsible for overseeing major pursuits in the utilities and transportation markets, including management, oversight and coordination of KCI’s multi-year conduit contract with the city of Baltimore.
With nearly two decades of municipal experience, Zaied is assuming a client service role between the firm and the city, as well as other municipal clients. He will also seek out opportunities to expand KCI’s operations and maintenance service offerings.
“Khalil will have an immediate impact as the program manager for the Baltimore City conduit project, and will eventually assist all of our markets,” said KCI Chief Operating Officer Christopher J. Griffith, PE, CCM. “His experience with a wide range of city agencies and departments will help us better serve Baltimore officials, employees and residents by facilitating a greater understanding of their specific needs.”
Zaied spent the majority of his career with the Baltimore City government, where he progressed from an Engineer I in the Department of Transportation to Deputy Mayor for Operations. As the chief of the Conduit Division, he oversaw engineering, construction and maintenance for the network of ducts that supports power distribution, traffic signal control, communications and street lighting throughout the city. In this role, he also led negotiations with major conduit and utility service providers. Zaied was later appointed Director of the Department of Transportation and was tasked with managing a staff of more than 1,500 who maintained 2,000 miles of roadway and interstate highways, and all associated streetscapes, lighting and utility coordination.
As Deputy Mayor for Operations, Zaied administered a portfolio of Baltimore City operational agencies, including public works, parking, general services, transportation, environmental control, and energy, with a combined budget of $2 billion. Most recently, he served as Deputy City Manager for Public Works and Transportation for the city of El Paso, responsible for capital improvement plans for roadway construction, mass transit operation, building maintenance, expansion of the existing park system, and the addition of three signature cultural destinations.
Zaied earned his bachelor’s degree in mechanical engineering from the University of Maryland, College Park. He serves on the Governor’s Commission on Middle Eastern Affairs and is a member of the board of trustees for the Arab American Association of Engineers & Architects, Maryland-DC Chapter.
