Del. Jazz Lewis has proposed a bill that would legalize and regulate the recreational use of cannabis in Maryland.
Lewis says his bill would also bring more diversity and inclusion to the industry, with 63% of the tax revenue from recreational cannabis sales slated to go to historically Black colleges and universities (HBCUs) and communities affected by poverty and racism.
