OIG Finds Plenty of Laxity But Not Illegality in City Hall Document Shredding

The mysterious presence of Baltimore’s retired deputy comptroller at City Hall in early August – and her efforts across two days to discard and shred public documents – violated city record retention policies.

But Bernice H. (Harriette) Taylor did not obstruct an ongoing U.S. Department of Labor investigation, according a report released today by the Office of the Inspector General.

“The OIG found that Taylor did not destroy any city records, files or documents pertaining to the DOL investigation,” wrote Inspector General Isabel Mercedes Cumming. “However, Taylor did shred or discard documents she deemed no longer required for governmental use” in violation of a directive issued in June by City Solicitor Dana Moore.
