Miles & Stockbridge, a leading business law firm with more than 220 lawyers in the mid-Atlantic region, announced today that Washington, D.C. Managing Principal John A. Stalfort has been elected a Fellow of the American College of Bond Counsel (ACBC), which recognizes leading public finance lawyers throughout the United States and promotes high ethics and professionalism in the practice of public finance law.

Stalfort joins 15 other lawyers from across the United States who were elected Fellows of the Class of 2020. Fellows are selected through a nomination process and are expected to have substantial experience over a term of years and recognition by their peers as maintaining the highest standards of conduct. The 2020 Class will be recognized by the ACBC during a virtual annual meeting later in the month.

Stalfort serves as counsel to commercial and investment banks, political subdivisions, economic development agencies, for-profit and not-for-profit entities (including health care institutions, secondary schools and other 501(c)(3) organizations), corporate trustees and bond purchasers in all types of tax-exempt and taxable bond transactions.

He has served as bond counsel in connection with many of the most significant economic development projects in the State of Maryland and the Greater Washington region for more than 40 years. He also has managed bond transactions in Virginia, Delaware, Pennsylvania and other states.

A particular focus of his practice are land-based infrastructure transactions, including special taxing districts, tax increment financing districts (TIF) and community development authorities in the mid-Atlantic region as bond counsel, developer’s counsel and underwriter’s counsel. These transactions have included the first two special taxing district financings in the State of Delaware and the redevelopment of downtown Columbia, Maryland. Several of these transactions have involved transit-oriented development projects (TODs).
