Maryland Volunteer Lawyers Service (MVLS), the largest provider of pro bono civil legal services to low-income Marylanders, today announced that Matthew Stubenberg, director of IT and staff attorney, received the annual American Bar Association (ABA) On the Rise – Top 40 Young Lawyers recognition.
The ABA’s first annual On the Rise – Top 40 Young Lawyers award provides national recognition for ABA young lawyer members who exemplify a broad range of high achievement, innovation, vision, leadership and legal and community service.
Mr. Stubenberg was selected because of his dedication to advancing technology used in civil legal services. As the IT director at MVLS, he developed the Client Legal Utility Engine (CLUE) program, which automatically searches public databases to find potential legal issues for MVLS clients. The CLUE program helps low-income Marylanders gain access to more pro bono legal services while increasing efficiencies within the organization.

His creativity is endless.”
About Matthew StubenbergA graduate of the University of Maryland Baltimore County and the Maryland Law School, Mr. Stubenberg has a passion to use technology to change how the law is practiced. He developed his first legal-focused app – Not Guilty – which is a directory of Court resources and Judges in Maryland. The app, downloaded several hundred times, was a finalist for the Legaltech Innovation Awards in 2015.
Most recently, Mr. Stubenberg created MDExpungement.com, a website that automates the expungement process – expunging more than 16,000 cases since launching in 2015, saving Maryland residents more than $340,000 in Court filing fees.
Selection of the Top 40 Young Lawyers
A selection committee comprised of practicing attorneys in private practice and in-house positions review nominations. The strength of the nomination is subjectively based upon the reputation of the nominator, the professional relationship between the nominator and the nominee and the nominator’s first-hand knowledge of the nominee’s experience, skill and character.
