Proposals for two outdoor cafes are asking Baltimore City voters to reconsider the plan for the development of the Inner Harbor.
According to reporting in the Baltimore Sun, the building of outdoor cafes at Rash Field and West Shore Park can only move forward if voters agree to amend the city charter.
It seems that after more than three decades, residents’ resistance to William Donald Schaefer’s vision for a redeveloped Inner Harbor is a frog that has been boiled.
