Niles, Barton & Wilmer, LLP is pleased to announce that Diane E. Moir and Joel M. Celso have joined the firm as associates in the firm’s Litigation Department.

Ms. Moir is a graduate of Towson University, where she earned a B.S. in English in 2007, and received a J.D. from the Touro College Jacob D Fuchsberg Law Center in 2011. Ms. Moir concentrates her practice in insurance coverage litigation, insurance defense, property insurance law, and related first party insurance matters in the state of Maryland, New York and the District of Columbia.  Prior to relocating to the Mid-Atlantic, Ms. Moir practiced law in New York from 2012-2014. She has provided pro bono legal representation for domestic violence survivors through the DC Volunteer Lawyers Project, and is a member of the Maryland State Bar Association, the Bar Association of Baltimore City, New York State Bar Association, and the District of Columbia Bar Association.

Mr. Celso received his J.D. from the University of Baltimore School of Law in 2014, after completing a M.A. in Urban Affairs from Saint Louis University in 2008. He received a B.A. in Political Science from SUNY Geneseo in 2005.  Mr. Celso concentrates his practice in general commercial litigation, insurance coverage matters and insurance defense in the state of Maryland.  Mr. Celso has previously served as Assistant State’s Attorney in the Baltimore City State’s Attorney’s Office. He is a member of the Maryland State Bar Association.
