Tom Stewart
Tom draws on a decade of policy and political experience on Capitol Hill to tailor strategic communications campaigns around clients’ specific needs.
Before joining KOFA, Tom served as the Legislative Director for U.S. Congresswoman Elizabeth Esty (CT-5). As her senior legislative and policy adviser for almost three years, he worked on a wide range of issues including defense, energy, the environment, financial services, transportation, and taxes. Prior to that, he served for several years as a Legislative Assistant to former U.S. Congressman Leonard Boswell (IA-3).
In 2016, Tom took a leave of absence to serve as Rep. Esty’s Campaign Manager, guiding a successful re-election campaign that tripled her previous margin of victory. Additionally, Tom has served as the Campaign Chairman for a Maryland State Senator and advised numerous issue and candidate campaigns at the state and local level.
Tom lives in Baltimore with his wife Taylor, who fortunately shares his passion for the arts, college sports, reading, and strengthening public education.
