Plans are underway to recreate Baltimore’s Inner Harbor, once the biggest tourist attraction for the city. HarborPlace's two retail pavilions are nearly vacant, the property is in receivership and the owner, out-of-town real estate firm Ashkenazy Acquisitions, is behind on its mortgage.
