The State Higher Education Labor Relations Board is responsible for administering and enforcing the Maryland State labor law that applies to Maryland State Colleges and Universities.

Harriet is a partner in the Firm's Labor and Employment Practice. She earned her J.D. from the University of Maryland School of Law and B.S. from Cornell University.
