Baltimore Public Markets Issues Requests for Proposals

Baltimore Public Markets Corporation (BPMC) released two Requests for Proposals on March 28, 2017. One RFP seeks developer services for Lexington Market; the other offers a redevelopment opportunity at The Avenue Market site.

The Lexington Market RFP seeks proposals from developer teams or consultants who can provide fee-based services for the new Market facility on the site of the existing surface parking lot, along with the removal of the Arcade building. Specific services being requested include construction oversight, project financing arrangement, vendor recruitment and leasing, and tenant coordination, among others.

The RFP for the redevelopment of The Avenue Market seeks a developer for the site bounded by Laurens Street, Pennsylvania Avenue and Argyle Avenue in the historic Upton neighborhood. Qualified developers are sought to lease and redevelop the property into a newly improved public market that will serve the City’s objectives for job creation, tax creation, attractive design, and a project that fits within the context of the existing neighborhood.

Baltimore Public Markets Corporation requests that all proposals include the project team’s composition, qualifications, and references. All proposals must also include a commitment to comply with Baltimore City’s MBE/WBE and Employ Baltimore programs.

A proposed approach is needed as part of the Lexington Market response. Concept plans, a development schedule, a project feasibility statement, and a detailed plan addressing design and operational considerations are among the components required for The Avenue Market proposal.

The Requests For Proposals will be released on the Baltimore Public Markets website at 12 noon, March 28, 2017. Interested firms can access the complete information from the BPMC website - http://www.bpmarkets.com.

A Lexington Market project briefing for development firms will take place at 2 p.m., on April 10, 2017, in the second floor meeting room of the Lexington Market Arcade. A pre-proposal conference for The Avenue Market redevelopment opportunity will be held April 10, 2017, at 10:30 a.m., on-site in the former Murry’s grocery space at the west end of The Avenue Market.
