Cross Street Partners Expands Construction Division

First Residential Projects Launched in Baltimore City in 2016

Cross Street Partners (CSP), the Baltimore-based, fully integrated real estate and construction services company, announces that it has expanded its construction division with the launch of its first residential projects. Three residential projects representing approximately $3.5 million in contracts are now underway:

  • Gwynn Oak Avenue Homes - Three, accessible, single-family homes for people with disabilities in the Lake Ashburton neighborhood, through an award from the Baltimore City Housing Authority.
  • Huron Street Townhomes - Nine, three-level, three bedroom townhomes in the Cherry Hill neighborhood. CSP was selected by Habitat for Humanity of the Chesapeake for the project, representing the first time the organization has made an award to a third-party contractor.
  • The Townes at Hoen - Seven historic townhomes in the 2200 block of East Biddle Street, awarded through the City’s Vacants to Value program, to be rehabbed in partnership with City Life Community Builders and Habitat for Humanity.


All of the houses will meet Energy Star and LEED for Home requirements. Some will be eligible for closing costs assistance from the City or will be offered to families and individuals with incomes lower than the median area income. (Complete project descriptions are attached.)

According to Steve Hulse, Cross Street Partners Principal, Construction Services, the new initiative build’s on CSP’s work in the adaptive reuse of landmark commercial buildings. “Residential construction is a natural outgrowth of our current work in Baltimore’s innovation and historic districts,” explains Hulse. “Our mission is to create value-oriented housing that meets the needs of residents of all ages, incomes, and abilities.”

To fulfill that mission, CSP has hired fourth-generation builder/developer Larry Rosenberg as Project Executive for its Construction Division. Rosenberg is known for his pioneering focus on creating outstanding communities of energy efficient, livable homes for all generations of home buyers, in older neighborhoods around the Baltimore metro area. Several notable communities of Rosenberg’s are Roland Green at The Village of Cross Keys and WaterView “A new American Town” in Middle River.
